SALARY & BENEFITS:

The salary range is $160,000 - $180,000 per year depending on relevant education, experience, and licensure.

QUALIFICATIONS:

• Education: Bachelor's degree in Information Technology, Computer Science, Health Informatics, Business Administration, strongly preferred yet can be offset with 8+ years of experience.
• Skills/Competencies:
  • Demonstrated executive-level leadership presence with the ability to influence and build consensus among diverse organizational stakeholders.
  • Deep knowledge of healthcare IT applications including EHR/EMR systems (e.g., Epic, Cerner, Meditech), revenue cycle platforms, and clinical ancillary systems.
  • Expertise in enterprise data management, data warehousing, business intelligence, and analytics platforms (e.g., Tableau, Power BI, SQL-based data warehouses).
  • Proficiency in healthcare interoperability standards and protocols including HL7, FHIR, and API-based integration architectures.
  • Comprehensive understanding of SDLC methodologies including Agile, Scrum, and Waterfall frameworks.
  • Strong financial acumen with demonstrated ability to manage complex operating and capital budgets in a healthcare environment.
  • Superior customer service orientation with a track record of building trusted partnerships with clinical, operational, and financial leaders.
  • Proven ability to recruit, develop, and retain high-performing technical and operational teams.

  • Proven track record of building and executing multi-year technology roadmaps that deliver measurable business and clinical outcomes.
  • Experience managing annual IT budgets, including capital planning and vendor contract negotiation.
  • Experience operating within a governance-driven, compliance-focused healthcare environment with accountability to executive and board-level stakeholders.

POSITION DESCRIPTION:

The Director of Application & Data Services is a senior IT leadership role reporting directly to the Chief Information Officer (CIO). This position is accountable for the full lifecycle strategy, design, development, implementation, and ongoing management of the organization's enterprise application portfolio and data ecosystem. The Director provides visionary and operational leadership to multiple functional departments, drives alignment between technology capabilities and clinical/business objectives, and ensures all application and data investments deliver measurable value to clients, patients, staff, and leadership. This role carries full accountability for related operating and capital budgets, vendor relationships, and staff development.

This position is 100% in office in Shaker Heights, OH.

RESPONSIBILITIES INCLUDE:

• Strategic Leadership & Planning
  • Develop and maintain a multi-year Application & Data Services roadmap aligned with the organization's strategic plan, clinical priorities, and IT department objectives.
  • Serve as a key advisor to the CIO and executive leadership team on application and data strategy, emerging technologies, and industry best practices within healthcare IT.
  • Establish and enforce enterprise architecture standards, integration patterns, and data governance frameworks across the organization.
  • Drive the evaluation, selection, and prioritization of new applications and platforms in collaboration with clinical, operational, and financial stakeholders. Develop and implement analytics strategies to drive improved pricing and outcomes.
• Application Lifecycle Management
  • Oversee the end-to-end lifecycle of all enterprise applications including EHR/EMR, ERP, revenue cycle, population health, and ancillary clinical systems.
  • Lead the planning, resource allocation, and execution of application implementations, upgrades, and decommissions on time and within budget.
  • Ensure application design, configuration, and build activities meet organizational requirements, regulatory standards (HIPAA, HL7, FHIR), and security policies.
  • Establish and oversee structured testing methodologies including unit, integration, regression, user acceptance, and performance testing for all application changes.
  • Partner with operational and clinical leaders to ensure application capabilities meet end-user needs and support continuous workflow improvement.
• Data Services & Analytics
  • Provide strategic oversight of enterprise data management including data warehousing, master data management (MDM), data integration, and reporting/analytics platforms.
  • Champion data governance initiatives, including policies for data quality, data stewardship, access controls, and regulatory compliance.
  • Collaborate with clinical informatics, finance, and operational leaders to deliver actionable data products that support evidence-based decision-making.
  • Drive adoption of modern data platforms and tools to advance the organization's analytics and business intelligence capabilities.
• Financial Accountability
  • Develop, manage, and report on annual operating and capital budgets for Application & Data Services, typically encompassing multi-million dollar expenditures across software licensing, professional services, staffing, and infrastructure.
  • Conduct rigorous cost-benefit analysis and ROI assessments for all proposed investments, ensuring alignment with organizational financial targets.
  • Negotiate and manage vendor and third-party service contracts to optimize value and minimize total cost of ownership.
  • Provide regular financial reporting and variance analysis to the CIO and Finance leadership.
• Compliance, Risk & Security
  • Ensure all applications and data platforms operate in compliance with applicable federal, state, and local regulations, including HIPAA Privacy and Security Rules, 21st Century Cures Act information blocking provisions, and Joint Commission standards.
  • Partner with Information Security to identify, assess, and mitigate risks related to application vulnerabilities, data breaches, and system availability.
  • Maintain robust business continuity and disaster recovery capabilities for all critical application systems.
• Other Duties
  • Attend scheduled staff meetings, supervision, and on-going training.
  • All required training, certifications and licensure must be kept current in accordance with applicable licensing and accreditation regulations and standards.
  • Maintain high standards of ethical and professional conduct and adhere to Agency policies and procedures.
  • Other duties as assigned by management.
